It should not be forgotten that the under-
world of Hong Kong like that of any Chinese city, is
infested with secret or semi-secret societies of a
criminal character, and that these societies have in
the past lent their support to Communism and may do
so again. But it is also true that they never
support a movement from conviction, but only in the hope of securing an opening for blackmail: and the
Communist movement in its present form by attacking both the Kuomintang and the foreign 'Imperialist' has
outlawed itself, both in China and abroad.
It is,
therefore, from their point of view unprofitable and
will remain so, unless it or some similar doctrine
comes to the fore again in China.

It is reported that Chinese troops estimated
to number about one thousand have recently arrived in
Sham Chun for garrison duty in the neighbourhood. Of these one hundred and twenty-five are said to be destined for Tai Pang in the Bias Bay area, two hundred and fifty for Nam Tau and five hundred for Chinese Sha
Tau Kok.
